Shared Folder Sync Speed

I'm testing using shared folder sync over the WAN.  Source is a RS2416+ with WAN @250Mb, LAN w/4 1GB teamed.  Destination is a FS1018 with WAN @ 850Gb, LAN w/1Gb conn.  I'm getting approx 5Mb throughput regardless of the source load (destination is always almost free of load).  WAN speeds are tested speeds (speedtest.net)

I'd like to get at least 50Mb and optimally 100Mb throughput.  Is that possible?

BTW - I've enabled transfer compression as well as block level sync.  There are no speed limits set for rsync or users.  During a sync source is at ~40% CPU and the destination is at 10% or less.

Is your Wan speed for upload, download or both? Here at home, I have 200mb/sec download but only 12mb/sec upload.

Could that be the issue?

Both connection are symmetric. Even if they were half what I listed I should still be seeing much faster transfer rates.
